RI Imposes 7 & 14-Day Quarantine Rules
To prevent the incursion of the Omicron Variant of COVID-19 (B.1.1.529), the Government of Indonesia has imposed an outright ban on citizens and foreigners who have visited a specific 11 countries/regions in the past 14 days and lengthened the quarantine time for all others arriving internationally. The 11 countries/regions affected by the ban are South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Mozambique, Eswatini, Malawi, Angola, Zambia, and Hongkong.
In what is sure to be seen as a significant setback to efforts to revive international tourism to Indonesia, COVID Czar Minister Luhut Binsar Pandjaitan announced the reimposition of a 7-day quarantine period for all Indonesian citizens and foreigners entering the Country from counties outside the list of 11 banned entry.
Any Indonesian national who in the past 14 days has visited South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Mozambique, Eswatini, Malawi, Angola, Zambia, or Hongkong will be compelled to undergo a 14-day quarantine upon returning to the Republic. The citizens or residents of the countries mentioned above are banned from entering Indonesia until further notice.
Indonesia Quarantine Rules – The ban and extended quarantine rules took effect on 29 November 2021.
The Government will continually review the developing global situation on COVID-19. It will, at its discretion, modify the list of citizens from countries banned entry to Indonesia and the specified length of quarantine periods.
The Indonesian Ministry of Health is implementing a program of genomic sequencing for new cases of COVID-19 to detect the presence of the Omicron Variant. The Ministry is also sparing no effort in joining the international effort to acquire a complete understanding of the threat posed by the Omicron Variant and devise a proper vaccination and remedial response to the virus.
Newest Indonesia Quarantine Rules – Lockdown for the Holidays
The Minister of Home Affairs, Tito Karnavian, on Monday, 22 November 2021, issued instructions (Inmendagri No, 62 Tahun 2021) to limit the spread of COVID-19 during the year-end Christmas and New Year 2021/2022. The special instructions will be in force for ten days from 24 December 2021 until 02 January 2022.
As reported by Balipost.com, the Ministerial Instructions declared all of Indonesia would be under a Level 3 Semi-Lockdown (PPKM) with strict health protocols in effect in three areas, namely, churches and places of worship for Christmas services, shopping centers, and local tourism sites.
The Minister’s instructions placed particular emphasis on these popular tourist destinations in Indonesia: Bali, Bandung (West Java), Bogor, Yogyakarta, Malang, Surabaya, and Medan.
The Minister ordered that tourism sites in every regency and municipal area of Indonesia undertake appropriate health protocols. Odd-even license plate access rules will also be implemented at selected key tourism sites across the nation.
The instructions issued by the Minister warned the public to expect strict enforcement of five health protocols to reduce the chance of contagion:
Washing hands with soap or hand sanitizers.
Maintaining physical distance.
Reducing movements and avoiding crowds.
Using the PeduliLindungi Mobile Phone Application when entering public places.
Limiting access to people who are fully vaccinated.
Managers of tourism sites are also obliged to cancel gatherings where it is impossible or impractical to maintain physical distancing, limit occupancy to 50% of standard numbers. Holiday celebrations in either open or enclosed venues are also expressly forbidden during the proscribed period. In addition, Karnavian ordered the reduced use of sound amplification systems that might cause people to gather in large groups in one area, thereby automatically limiting cultural and traditional performances. Limitations on both religious and non-religious public gatherings are also in effect.
Strict health protocols will be in place nationwide. Those visiting shopping and commercial centers are asked to use the PeduliLindungi Application, scanning the bar code posted at the entrance.
Only visitors with a yellow or green status can access these businesses.
Indonesia has three colored codes applied to all people during the COVID-related lockdown:
Red Code – for people who have tested positive for COVID-19 or are in close contact with someone suffering from the coronavirus.
Yellow Code – for people who have received the first dosage of a COVID-19 vaccine.
Green Code – for people who are fully vaccinated, having received two dosages of a COVID-19 vaccine.
Not only does the Ministerial decree outlaw Christmas and New Year’s celebration at restaurants and places of entertainment, but also similar activities planned during the ten days held at malls and shopping centers.
Exempted from the prohibition are exhibitions conducted by “small and medium-sized enterprises” (UMKM).
During the holiday season, shopping centers and malls will be allowed to remain open from 09:00 AM until 10:00 PM.
Shopping centers must enforce strict health protocols and only allow crowds of 50% or less of their normal capacity.

Movie theaters can operate at a maximum of 50% of their maximum seating capacity while also enforcing strict health protocols.
Restaurants and Eateries
Bars, restaurants, cafes, and food centers within shopping complexes are limited to operating at 50% of their standard capacity. Health protocol practices for both employees and customers are mandatory.
Parades and Convoys Forbidden
Street parades and celebratory convoys are forbidden during the 10-day lockdown.

Singapore Opening VTL with Indonesia
Channel News Asia reports that the Island Republic of Singapore is expanding its vaccinated travel lane (VTL) scheme to include India and Indonesia from 29 November 2021 and Qatar, Saudi Arabia, and the United Arab Emirates (UAE) starting 06 December 2021.
The Singapore Ministry of Health confirmed that India and Singapore have agreed to mutually recognize each nation’s vaccination certificates and eliminate the need for post-arrival tests and home quarantine. Travelers from both countries are merely asked to self-monitor for possible COVID-19 symptoms for 14 days after arrival.

A Singapore Health Ministry official said that the VTL scheme with Indonesia would initially operate unilaterally. In a statement seeking reciprocal treatment from Indonesia, Singapore’s Transport Minister, S. Iswaran, said: “Indonesia remains closed to general travel, but has started to open its borders. Since 14 October, Indonesia has unilaterally reopened its borders to allow visitors from 19 countries. The VTL facility will initially be limited to two “daily designated flights” operating between Jakarta and Singapore, with plans to soon expand to four flights.
Travelers from India, Indonesia, Qatar, Saudi Arabia, and the UAE must apply for a short or long-term vaccinated travel pass.
Singapore nationals and Permanent Residents of Singapore who are fully vaccinated do not need to apply for a pass traveling via the VTL.
Travelers to any international destination are advised to check the latest requirements of their intended destination and home countries before commencing travel.
Singapore Officials Closely Monitoring Global Pandemic

Regarding the recent surge in COVID-19 infection rates in Europe, including some countries that are existing VTL partners with Singapore, Ong said that European infections rates were mostly comparable with Singapore. Focusing on the Netherlands, Ong admitted that Holland’s infection rate is “slightly higher” than Singapore’s and was experiencing an upward trajectory.
While noting the social restrictions implemented by the Dutch government, Ong said that the Singapore Ministry of Health did not think it necessary to rescind or reduce VTL quotas with European partners at this time. Indonesia Quarantine Rules
Ong says that imported cases of COVID-19 in Singapore remain a “very small fraction” of total new cases uncovered by the Health Ministry. Adding: “In addition, there is a quota of only six flights a week from the Netherlands, and most importantly, VTL travelers are all fully vaccinated and tested before departure and upon arrival.” Because of this, the Minister insists that continuing the VTL with The Netherlands will not increase new cases or burden the local health system.
